Air and Operations Manager- Djibouti at Olgoonik Development LLC, Arlington, VA
:*** This is a Proposal Position for a Base Operations Support Services (BOSS) project based in Djibouti, Africa. Candidates selected for the proposal will have first consideration pending a contract award.
Overview:
Responsible for management and oversight of all airfield facilities and support services to include; Airfield Operations, Aviation Safety, Flight Operations, Cargo and Passenger Terminal operations, Air Traffic Services, Transient Alert, Aviation Fueling; Flight Weather, and Foreign Object Damage (FOD) control programs. Assists and provides aircrews with information and services to accomplish operational requirements and flight planning activities. Reports directly to the Transportation Manager in the Operating Forces Support organization and serves as a key link between the Tenant personnel, other visiting personnel and officers and The Company in coordinating air operations services.
Primary Responsibilities:
- Ensures work is executed to Client and Navy requirements; The Company quality standards; applicable environmental and regulatory laws, standards and mandates; and ISO considerations.
- Enforces workforce responsibility, and oversees the performance of recurring work, on-demand, and indefinite quantity services.
- Coordinates airfield access, and arrival activities with various base and staff agencies to ensure safe operation of aircraft within the airfield environment.
- Assists aircrews and supports flight planning actions with aeronautical charts, maps, and publications to accomplish operational activities.
- Responsible for daily checks and status reporting on runways, parking ramps, and critical support equipment and information systems such as navigational aids, airfield lighting, automated weather systems and FOD removal.
- Responsible for training and licensing program for personnel operating equipment and vehicles on the airfield.

Position is located in Dijibouti, Africa.
Education and/or Experience:- Undergraduate degree in Facility, Civil or Mechanical Engineering with 10 - 15 years of experience in Airfield or Aviation related organizations, or
- Masters degree in Facility, Civil or Mechanical Engineeringwith 6 – 10 years of experience in Airfield or Aviation related organizations
- Demonstrated and recent experience as Navy/Marine/Army/ USAF OCONUS Aviation Services or Airfield Operations Manager.
- Must have 4+ years of management/leadership experience.
- Demonstrated ability to analyze operational problems and develop timely and effective solutions.
- Ability to gain cooperation and coordinate the work of others.
Must be proficient with Microsoft Suite of products including, Word, Excel, Access and E-mail business software. Must demonstrate a good attitude and ability to work as a member of a Team. Position requires self-motivation and the ability to work effectively under a minimum of supervision. Must be able to multi-task efficiently, work in a fast paced environment on multiple projects, and have a strong attention for detail.

- Must have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.
